The fortress came before the city
The Killke built the fortress of Sacsaywaman around 1100 AD, before the Inca. Manco Cápac founded the city in the 12th century, as capital first of the Kingdom of Cusco and then of the Inca Empire. It was constructed to a definite plan, with two rivers channelled around it.
