A UNESCO biosphere reserve east of Bilbao
In 2008, the museum proposed a 5,000 m2 expansion in the Urdaibai estuary, a UNESCO biosphere reserve east of Bilbao. By 2022, the Biscay government allocated €40 million ($42.12M) toward this expansion. However, due to backlash from locals and environmental groups such as Greenpeace, SEO/BirdLife, and WWF, and citing territorial, urban planning, and environmental constraints, the Guggenheim Foundation abandoned the project in December 2025.
